Project Highlights
Miller-Remick is providing design and construction administration services for new Central Boiler and Chiller Plants to serve the West Haven campus. Major elements of the project include:
Steam Generation Plant
Design for a completely new Boiler Plant which will consist of 3-45,000 lb/hr watertube boilers, new plant piping system, new SCADA control system and auxiliary systems (deaerator, condensate receiver, SCADA system, stack economizers, blowdown heat recovery, fuel oil pump system, boiler feedwater pumps, condensate pumps) new electrical distribution system, fire suppression system and dedicated emergency generators all sized to provide the future campus steam generation needs based on the facility Master Plan. The existing boiler plant will provide steam to the campus during construction.
Electrical Systems
The electrical distribution systems that currently provide power to the (2) existing plants are old and do not have sufficient capacity to serve the needs of the new plants. The new medium and low-voltage electrical systems are designed to meet the electrical needs of the new systems and will have sufficient capacity for future installations. The new 4.16kV substations are being designed to meet these needs in compliance with all VHA and NFPA guidelines.
PSRDM
A Physical Security Risk Assessment was performed, and the project design includes all security features for full PSRDM compliance. PSRDM features include perimeter security system, vehicle screening, anti-ram fence, water storage tanks, fuel storage tanks, blast hardened plant building, surveillance cameras.
Chiller Plant
Design for a completely new chiller plant. This includes a new chiller plant building constructed adjacent to the boiler plant, significantly expanded new main chiller plant sized to satisfy the chilled water demand for the existing campus once all existing air handlers are upgraded to full VA HVAC standards operating in Pandemic Mode. The new 6,000 ton plant will consist of 4-1,500 ton chillers, cooling towers, and emergency generators, modification to the campus primary 15kV electrical distribution system.
Our electrical design is being developed knowing the available space for the equipment is limited. The location of the electrical equipment and associated raceways, both above and below grade, require detailed coordination with the new utility systems being installed since the existing systems are to remain.
